Don't think it is a cat. Looks like one of the 4 point hydros that several guys ran with twins around here about that time.

For you "newbies"...Around 63, Chuck Mersereau brought his PowerCat 4 point Drag Hydro from California to here. I met him at Pelican Harbor with the gang and he let me drive it. It was very fast but didn't feel at all like a cat. Booger Red fell in love with it and bought it, but I don't think he got the engines with it. He bought a pair of Scott Redheads, their current race motors, but don't know which size he got. He rigged the boat and tried to race it but had miserable luck. He ditched the boat in a field and Richie Baiz and Velox rescued it. Richie made a mold and popped a few of them. George Griley had one that he and Velox and Richie ran. Booger found out they popped it and got pretty mad. Luck would have it that I went to Parris Island for some sun and fun in Jan 64 and missed the happenings. Maybe Velox will chime in on this.
These pictures are of Booger Red with the stackers off the JJ40 Powercat he also bought from Chuck, and Richie Baiz in one he built.

Richie was my best friend for years. Very talented and very quick with a snide comeback. I'm the one that got him started racing. I got him a ride in a 16 ft Raveau with a 700. Phil Young had 4 Raveaus' from Mercury. They were known by their numbers. 64, a 17 footer, was the one his wife Rosemary drove, 16 was a 16 foot Bomb that Richie, Jimmie Sewares and I ran, 54 was a Merc 400 boat I ran and won about every race but one in the 40 class, then moved to a Merc 500, 400 was a 16 foot Bomb with the tail fins that Treasure ran with a 600, later ditched for a 700, 800, and 1000, later known as Little Treasure. Number changed from 400 to 600. Dale Disher, who worked for Phil, was the man in charge of this one. We had a great time with great boats, and did our job by winning for EC and Mercury. We traveled all over Fla and some of Georgia from 1959 thru 1964. In 68 when I was discharged from the Marines, Richie had become the fiberglass man to go to if you wanted something made or fixed. He had partnered with Felix Poppel in a boat shop. I miss Richie too.

PAIR of 1961 Mercury Outboard 800 DR's L&R Speedmaster boat motors w/ controls and 2 set of props.
