Mechanical pump doesn’t put out much pressure. There’s a float in the vst as well to stop flow when the tank fills up. If that failed and the tank became completely full I’m not sure if this would mess with the regulator but it might be worth pulling the vst apart to inspect. You will likely need a new vst o-ring if you open it up they tend to swell and won’t go back in their groove. Sometimes they do but that’s the exception.

This was kinda my thoughts also, not allowing the fuel anywhere to return. Not sure either how it affects it. This is why I suggest just temporarily blocking supply to VST to allow the the level to drop in vst and see if the regulator starts working.

only 1 issue. cant do that at 35mph. i noticed all the bleed lines,port/starboard,[tees] together end at the top vst nipple. is that just for venting? there are 2lines, larger line goes to lpenum vacuum, smaller to bleed T. i could hold it at 2500 on the hose and watch f pressure??

The bleed lines return "puddled" fuel & oil from the crankcase back to the VST to be re-used... mostly so you don't get a big (as big) puff of smoke when you trim down or restart the engine.

i pulled off the vac line, theres vacuum not nearly enough the move the regulator. i took it apart carefully & installed a weaker spring. now i can pull enough vacuum [my lungs] to move the diaphragm. sounds crazy but im gonna try it. keeping my eye on remote gauge. making progress, if i plug the mech pump to the vst, shell clear out a run great on the hose, when i hook the mech pump back up, she starts to flood out. now thinkin its the vst float, not closing the needle. overfilling the vst. float#15445 is nla from merc.
