Noise Pollution - one of the main factors communities do not want an airport in their neighborhood.
Or a Harley driving through their quiet neighborhood streets setting off car alarms.

As a business you want to sell to the bigger market. I would guess, Mercury's larger customer base desires to purchase quieter engines. Hence one reason for the decibel acoustic-chamber.
