It has dulled and clouded in some areas but has not lifted like a more traditional automotive clear. This picture confuses me not really being a finish guy. Is this a laquer that ages does weird stuff like this? The 600 wet and a single cut got through it just fine and the surface becomes smooth and shiny with plenty left without getting into the flake. I've just never seen this before. What appears to be scratches are actually raised and easily noticed with a swipe of the hand across it.

I know its hard to compare the 2 pictures due to perspective but I had to get close to capture what I was trying to explain.

Alligatoring occurs when paint can not adhere to a glossy surface, when a second coat of paint is applied over an inadequately dried first coat of paint, weather aging, excessive coats of paint, or when the finish coat expands and contracts at a greater extent that any underlying coats.

copy and paste from google becase i'm drinking beer and playing guitar, but that ^

So essentially poor prep, cleaning and application.....or any one of the three.

That cracking looks like old GM lacquer that's past its time.

If it hasn't peeled by now I wouldn't worry about it too much.

The question is.....WHY would someone do this to a boat that appears to have good gel underneath??

That little Champion basser I did was like that in spots. Clear made most of it look new but the seriously affected areas still showed all the little cracks/scratches if you looked at it close enough.
