    David I think you are confusing tetraethyl lead (TEL) with methyl tertiary butyl ether (MTBE). Both are octane enhancers, but their chemistry is totally different. The Product Stewardship departments of chemical companies do sometimes withhold endorsement to sell highly hazardous substances to groups that do not appear to have the resources to handle them safely. Bulk quantities of pure TEL would fall into that category. Spills to the skin of pure TEL is a well recognized fatality risk that unfortunately was learned the hard way during its initial lab development.

    We never tried to buy TEL. It been over 30 years but I am sure of that

    Its in most European and Asian fuels. Banned in OZ like USA for the same reasons.

    100 LL at my small town local airport is $4.50 a gallon. Blending that and rec fuel to keep motors happy.
