You will need to run it with the air and fuel gauges attached to be sure the pressures are right and not dropping after a certain RPM. Are you sure your alarm works? Does it beep when you turn the ignition on? Do you have a scan tool and does it show any codes that are active or in the history within in an hour?

In brooksville, 30 miles north of tamp fl on the west coast side.. I really think this thing is in Guardian mode, from all the reading I've done and trouble sshooting

Guardian mode limits the engine to either 2500 or 3000 depending on year. You're only getting 2000, you'll need a scan tool to make sure all the sensors are reporting accurate and to check the TPS

Good old fashion visual inspection, comes thru again. The simple things are the hardest to find sometimes. Good deal!

Had an '04 225 Opti that was running strong, hit a wave and it lost power, would not go over 800 RPM. Upon inspection, found the link between the throttle body and tps had fallen off. Put it back on, took off, hit a wave, same thing happened. Turns out, the support bushings for the oil tank were worn out allowing the oil tank to hit the link and knock it off the TPS..... New bushings solved the problem.
