Timing arm sticky not going to full timing

I noticed today after I disconnected my throttle cable to check all the linkages that the timing arm wasn’t going to the stop when wide open? I lubed it by the stater and it helped but it’s almost like it needs a spring added to it to go to the stop. When I hit throttle quickly it will go to stop but if I slowly apply throttle it stops a 1/4” to 1/8” short and was worse before lubing it. Do I need to remove flywheel to grease it or is something else going on? I could maybe add small return spring to help it?

The spring inside the throttle arm itself is dirty or wore out

Make sure the wires from the timer base aren't pulling when you open the throttle.

Did look at the wires and look ok and able to be moved. The spring might be the culprit of concern. Seems like if it had just a bit more spring would handle issue.

I thought this might also help when I looked at that part right where it comes out from under the flywheel. Thanks great suggestion will do.
