    I simply adjusted the location of the handle without the need to do fiberglass work now shortening the handles.

    What if you put a small wedge block of teak under the control box to pitch it slightly up in the front? The old whalers had teak on them.

    yuup, removed the throttle handle, moved backwards (from normal upright position) 1 notch ... throttle has plenty of room now for wide-open position

    examining the plywood coring shows bone-dry wood and I want to keep it that way

    using screws and marine caulking will introduce water entry into flooring
