Ok took a starter off a extra motor. Looks to be really low hour. I'll test this stock starter and see if there is any improvement.

Ok guys, I swapped starters from a spare power head and it started right up. I didn't check the actual rpm, but it fired over in a couple tries, smoked out the neighborhood and ran pretty good. Prob needs a little adjusting, but it's at least running. Thanks everyone, I know I'll be back for help soon.
