Explain what proper breakin is doing?
If something changes during breakin then clearly it could be done prior with all these modern ring and bore finishes whats the issue?
Build it and do a full power run immediately then check leakdown

It's not so much issue's that are fixed , as it is advancements in the ability to hold parts to a higher tolerance as well as do a great deal of the "break-in procedure" before the block ever leaves the honing tank.
Still , parts are parts . The best running motors are run , run in . taken apart and the high spots are buffed down on the piston , in the cylinder and some times the rings are changed if the pattern is not acceptable . To some , that process is worth repeating more than once . 99.9999999% of the people could care less about a multi-stone cut let alone finishing up with an Osborne brush in reverse rotation .

Ever get into serious knife sharpening ?

Watch what's done with the curl (burr) in the final stages and you'll see the same principal applies .
