You are getting some very good advice above.
At the speed you are currently running a cone is most probably hurting you unless you go up with the motor.
Not trim up wise.....but by raising the motor in small increments! Keep an eye on water press.
Also very important to try one thing at a time!
Depending on the actual weight of the boat like Trimmedout said, you may need more setback, some of these boats really benefit speed wise from setback....but as you know big setback is NG to the boat in rough water running...give and take on setup.
If you lived closer I would let you try TM’s. A stock case is easy enough to try and will give you a very good idea!

So would it be safe to say that there's kind of two ways to go with this? One being I leave the engine a littlle lower (around where it is now) and get a torquemaster or I keep the coned CLE and raise the motor to account for the added drag and the low water pickups.

I would not worry about the CLE until you get faster than 80-85mph.

That sounds right - Since you have the coned CLE (and just so there's no confusion, you have a CLE case with an additional added cone, yes ? - If so that should be closer to a sportmaster profile) already on, if you have the ability to raise the engine height, that's the easiest thing to start with

yes its a CLE with an additional cone. however, It is a very small "cone" it is not very pronounced at all like a sporty or regular CLE. So it think it will have much less drag when running positive trim than a regular CLE or sporty. I can send you a picture if that will help. I dont know how to add pics here. Also I know raising the engine will gain rpm and mph. But as stated earlier I do run some rougher water and dont want it to high to where the gearcase comes out of the water every little wave. Right now im just about 2" below give or take a tiny bit based on whether the boat trailer and motor were level when I measured. I have heard 1.5" below is a good all around.

Don't look pass the Trophy Plus.THe 23p is a good prop and 25p is a fantastic prop for whatever reason I've never had 24p that ran good at all.Tempest odd pitch seem to fall suite as the trophy as well.I was running a standard case on our Velocity up till about 82mph before its started to not feel right.I switched to a coned torque master because I was able to do 82+ every day.Also take in consideration some plates start out flat others have built in lift.The further you go back you need to raise the motor accordingly to equal the same height it was before the setback.

This is a TM.
Notice there did not come from Mercury with any upper holes for a reason.
It allows you to bring or trim the motor up (some) without air ratting your water pump.
Like mentioned before, it is a give and take for what you are looking to achieve.
Running hard in/out of the water in the rough is a game changer on setup for you.
Something important to keep in mind if you want your equipment to last..especially LU and motor!
Even the smallest of cone it will hurt you once you start to positive trim unless you get into the 80’s.
Cone is for a surfacing case.

Yes, I will be running the boat in water rough enough to where I'm coming in and out of the water. Which is why I'm hesitant to raise the motor much more than 1.5" below the pad for this reason. Anybody here have experience with these boats in rough water and what height they run? Like I said I don't want to run the motor high enough where I break loose on every little wave.

As to your original question....Having run many Trophy's and Promax's I would definitely say the PM runs stiffer than it's advertised pitch.......(a 23P will run more like a 24P)! Also once on plane the PM has awesome acceleration.
