take the starter off and clean it out.
or you do the most stupid thing ever and try rope starting it !!!!! only joking forget that ha ha it definitely wont happen.
I would clean up the starter internals. check the brushes etc. only takes 20 mins to get it off and apart.
I dont know about over there but those starters are very expensive.
if its shot just take it to a car/truck starter repairs, be about half the cost of a marine repairs..
considering how crap starter motors are built they realy are a rip off.

Thanks again. I'm kind of leaning towards it being internal. I may crack the engine open and make sure all the bearings are turning freely.

I think I got burned. I guess you can't trust some people's word.

If you haven't changed out the cables then why would you think its internal? You say it spins OK without the plugs in.

Do whatever makes ya happy. But if if it cranks over okay without the plugs in, and spins over by hand, I don't think its a bearing problem. But I'm not there and can't see what you're seeing. Good Luck, let us know what you find.

I appreciate the help. I will make new cables before tearing into the motor.

Jumpers are ok going from battery to battery, but for carrying the load to a starter they aren't the best, just cause they aren't bolted at the connections.

I see. That makes sense.

If you take the plugs out and put a socket and ratchet on the flywheel nut, You should be able to spin it with two fingers; the only resistance will be the water pump. If there is so much resistance that you have to use two hands, drop the lower unit and try again. If the strong resistance goes away, you got a bad gear case, if it stays, it's the engine.
If there is little resistance (two fingers only) then it's electrical...... battery cables, battery switch, starter solenoid, battery......."One of the penalties for refusing to participate in politics is that you end up being governed by your inferiors". Plato .

Back to your original question on end play. The engine should have no end play. There is a ball bearing at the bottom of the crank that is held in secure in the block...... no movement. Now, If you have side play at the flywheel end, you got a problem.
