i think best option is to get a duplicate title issued from nj. then with title in hand it becomes easy to title in any state.

If the previous owner had a title in his name it would be best if he gets you a title. If its a boat that never was titled in the previous owners name then you have problems. Each owner has to have it titled in there name in order to legally sell it.

Here is the story. The boat and title were given to a guy who did not title it in his name as it needed restoration. Than Sandy came and took his home and title with it. So no title and now no original owner still in state or to be found. How do they title Sandy boats?

If the boat was titled before with the hull id your screwed in getting a new title. Here in mn you can take a bond on the boat from the state and if no one claimes the boat as lost, stolen, abandoned in 5yrs the state would issue a new title but that's a long time to wait but in the mean time you still can use the boat.

I think the present owner is very trustworthy. I have dealt with him in the past and is a retired LEO.
Am looking for people who have had experience with this in NEW YORK as each state is different but unfortunately is where I live

You should go down to DMV and ask. When I got my boat twenty years ago, I was in the same position. It's a '72 with no HIN. They arranged an inspection by I think a sheriff. I never had to follow through though, at literally the last minute, the guy I bought it from reappeared on LI. None of my good luck changes the fact that they are helpful down at DMV, and they have a process for your situation.

Lien the boat for storage in new york, make up a bill for storage call lien service company they do all the leg work and paper work they will then set up an auction date ( make the bill for more than the boat is worth ) when no one shows up to bid they hand you all the paper work for the boat and you go to DMV and get your title the last one i did was $220

As most people have said this will take some effort but it can be done. First question, does the boat have any type of HIN visible or in the hidden second location. It can be embossed (of course best) bolted on tag, or written in grease pencil. If yes, run the MIC to see if the is a manufacturer associated AT ALL and when they went out of business.
Based on findings, other steps follow

Boat was left at Fullers for repair and restoration Prior to Sandy. Owner abandoned the boat and is no where to be found as he washed his hands completely after loosing everything to Sandy. A dealer can get a abandoned boat titled WAY faster than most other ways. And YES Mragu, vnemous is a trustworthy guy!!!

I went to the home where the person lived who I got the boat. The house that was there is now gone and replaced with a raised home and the owners have no idea what I am talking about. I have no idea of the name of who i got the boat or who he got it from.

What year is the boat? NY only requires titles for boats ~1990 and newer if i remember right... Any thing older than that just has a transferable reg. Best bet is to call the DMV and explain the situation and see want they need to get it registered.
The only experience i have is when i bought my LTV it didnt have any paperwork (factory raceboat), the DMV had me fill-out a bunch of forms (even had a form for the guy i bought from to fill out), i had to take pic's of the boat and HIN #, and went to the DMV registered it and they initially gave me a non-transferable reg. then months later sent me a transferable one. Its a 1983 boat though (no title needed).
When I bought my 1994 Mod-VP it was last registered in NC and all i had was a transferable reg. (no titles issued their) so when i registered it NY they issued me a title for it.
It all depends what state its coming from and what NYS needs to register it from that state so like i mentioned just call the DMV and ask.Dan Cario
