A lot of variables in that question, boat weight gear ratios gear case style etc.

Had a 21 superboat with 2.5 200s on it and CLE gear cases 1.87 ratio it ran 30 cleavers about 6500 rpm.

That would be a good starting point if you can find someone with a pair you can borrow.

I had a challenger 21 with twin Omc 285 hp each. Ran 14.375x31 cleavers turning out at 7100-7200 rpm. 99 ish mph. My boat was light, the apache is a lot heavier, but same bottom. I would think ypu should be 90-95 mph with the right setup.
Post pictures, cus I assume we are talking about the apache scout.

Yep, the older Scouts are very heavy. Probably the heaviest of the 21 SOB bunch I would think.

That boat should run 70 with one of those motors....what rpm did you get with the 32" cleavers?
post a photo of the transom and engine height. those lower units need to run surface level at speed ...motors should turn min 7500rpm wot. 7750 or 8200 rev limit.
pair of 26" mercury et.... should get 90+ in a hurry. 32" cleavers too much prop.

I'm not sure that Apache Scout was set up for twins out of the factory. Post a picture of the inside of the transom. Where is the fuel tank located in it?
