Offset Low Water Pickup Holes in Nosecone

Anyone seen this sort of thing before? Is this designed to create a “drag bias” on one side of the nosecone to help offset the torque of the propeller? This unit has a torque tab as well, although it’s not bent as much as the typical torque tab, so I’m wondering if this water pickup offset helps offset the torque??
