Bad ones I have seen the gelcoat has changed and has spots in it.
Most of the time the surface can be wet-sanded out & buffed, yes. Depends on how bad it is. If it doesn't wet sand out, then priming & painting is the only solution. I never recommend trying to re-gel.

A lot of times, when a new boat is being made, for whatever reason, the deck is completely wet-sanded through all the various stages of sanding & then compounded & buffed, this "breaks" the hardness of the cured surface & makes the boat much more susceptible to sunburn and at an advanced rate of time. Boat builders do this because they're molds might not be in the best of condition, they have airborne contamination during application, the gel alligatored, etc... Lots of reasons they sand & buff the entire boat after its pulled from the mold(s).

...no. Buddy's boat or deck didn't get sanded. It is just more mental pressure on a builder to get a red boat absolutely perfect the first time is all. Red or any other darker color is next to impossible to patch, as a builder...even if you have the exact same 5 gallon pail of original gel. It just doesn't repair perfectly, due to different application from original spray. This is the case for all dark gel colors. Another reason boat manufacturers stay away from them. If a deck comes out with a bad area, for any reason, the deck can't be used...or it has to be covered with a kooky paint job, etc. Spraying a dark gel boat "can" be a builders nightmare, when quality parts are demanded.

So the best route by the sounds of things is to base/clear over the bad gel? Should be able to color match pretty easy. Tape up to the next gel color or blow it in?
