Are you referring to the cavitation plate being 1-2 inch or the prop shaft?

There are many variables. The higher the power to weight ratio the higher you can go. Then you have to consider water. Some boats run higher than a low water pick up can deliver. Thats why I suggested earlier to post a picture of your setup. No one can accurately answer your question without a little more info.

You've got something seriously wrong as you are running a TON of prop slip. Try lowering the motor a bit. When I had a 250 SHO on my Lake and Bay with a 10" bob's hydraulic jackplate it didn't like a lot of height. I run my 300R on the same boat over 2" higher at WOT.

I’m going to be trying a lower pitch prop it’s probably the cause. When I’m running the 28p props I really have to lift the motor out of the water to hit the rpm range. I will be trying a 25p tempest plus and a 24 bravo 1 today. I will report back the numbers I get.

I will throw out there an old Rev 4 as well. I have been very surprised as how they worked well on a number of different hull for me so perhaps worth a look.

I ran a 24 bravo 1 and the 25 tempest plus. Got to reach 72 on both of them right around 6000-6100 rpm’s. At this point with my stock tune and rev limiter I think 70-73 is all I’m going to get. I know someone with a 26 promax that I can try we will see where that gets me.

I can tell you that I've tried many props on my 22V over the years...
For all around performance, hole shots, slow speed planing, mid speed, bow lift and top speed , Ive had the best results with the 25 Tempest Plus, with blades thinned, more cup added, and Hale MRI tuned to class S.
Although, there are many new, more modern magic props out there. but they are at extremely high prices. 70-73 is about the best I can get also, in the best conditions. (250 optimax, 6 inch setback, etc). (I'm fine with that but do hate not being able to blow past some of them hated bass boats when I'm on the lakes!)
But definitely... all 22 Vs do perform differently...

just tried a 26p hydromotive quad 4 and got 76mph out of it this is by far the best prop I’ve tried with my motor setup. Next prop I’m going to try is a 26 promax. Somebody I know has one that is the only reason I’m testing it.
