surging 3 liter evinrude on talon 21
I have been having a new problem with this motor. At idle, I can get 5800+ rpm. When cruising along, with max throttle, I get 4000. Then after waiting 20 seconds to as long as 1 min, it will crank up to 5400 on its own. I have had the same thing happen when turning 3000 rpm. All of a sudden it will go to 3800.
I changed the plugs, wires, and the coil for the number 3 cylinder. Any ideas where to go from here?

The first thing you need to do is figure out wether you have an ignition problem or fuel related problem.Generally if its fuel it will gradually go up or down in rpm and if its ignition it will jump up or down in rpm as you pick up or loose a cyl.Try pushing the choke in and see if it speeds up this will tell you if its fuel.Any time you have an outboard not running full rpm you need to be very careful troublshoting the problem, keep running it with a clogged main jet you could blow the powerhead.
