    Well its just gotta be one of two things. One is you could find a reaaallly deep boat ramp, or maybe the boat platform is hydralic and raises and lowers to launch the boat. Here's another shot, all of the hydralics ( that word can just not be spelled right but maybe you get the idea) are contained in a box on the boat platform except for the pump which is in that tool box on the tongue.
