What is water pressure doing during this time? Are you measuring temp in the head? Likely it is the poppet opening. Poppet opens around 12psi which is around 3k on my pmax. Prior to the poppet opening the water is held in the head which keeps it warm. I've noticed on my 200 this spring that I can only run 2-3 miles in cold water (<60f) before the temps get too cold for my liking and I have to back off or come down to idle to close the poppet and heat things back up.

Usually you can clearly see the water pressure surge and then oscillate or drop when the poppet fully opens

Mine does the same thing. About 160 while going slow. Drops to around 140 at speed.

You are running a Promax 225 stock and your water pressure at 1500 RPM is 20lbs with an recent water pump and impeller?

Ahh, got it as that would point you in a much different problem solving direction. As posted above, couple lbs is what you want to see.
I would confirm that you have 143 tstats in it. I have seen 120s in them
