Another small update
Met up with a local mechanic to try another ECU
The symptoms did change but the boat still will not plane
Currently with my ECU the boat won’t get much past 12-1300 rpm
With the other ECU(for a 200 xri) I could make it to about 2000-2200 rpm but still not have enough power to break over and plane out
So he suggested we spray fuel into the intake while trying to plane to see if it picked up any and it did try to accelerate so this leads us to believe I’m having a fuel issue.
This information prompted me to remove the vst and inspect it
The vst was clean with no , or very little debri inside
I did however discover that my check valve before the electric fuel pumps internals are pretty much non existent and I can make the check valve flow both directions.
Now, my question is would the check valve being able to back flow cause fuel starvation?
I can’t find any pictures of what the check valve is supposed to look like inside but whatever the orange piece is inside of it is gummy and falling apart

my vst has the external pump
right before the u shaped hose there is a brass check valve that feeds the electric pump
I assume the deteriorated orange piece that’s inside of mine that used to be a rubber disc similar to the ones in the pulse pump, but mine is trashed, gummy, and part of it is missing
Also I have not checked for flow out of the regulator but my fuel pressure had previously checked out so I never bothered
Once I get the vst sorted back out and put back on I’ll do a flow test

Good to know! I'm sure it's there for a reason. Not sure that would cause the syptoms your experiencing, unless it's obstructing the line or making your pump cavitate.
Maybe some of the pieces are stuck in your regulator?

It’s possible
the screen in the u shaped line was intact and not clogged but that doesn’t mean some of it didn’t make it past that screen
I wish I could find a pic of what the check valve is supposed to look like on the inside
Regardless though, Mercury calls it a check valve and it definitely is not “checking “
and as you stated I’m sure they had good reason to put one in the system
Bad part is that part is almost 400.00 bucks if you can find one

I doubt the problem is "not checking"... probably something in there is loose and getting sucked into the outlet blocking the flow?

In the second photo you can barely see the gap on the right side
My assumption is that the orange piece is supposed to function similar to the discs in the pulse fuel pump, only allowing flow one way
Whereas this piece missing allows flow in both directions
Again I’m not understanding how that would starve the fuel though??

Like I said, probably the spring or something is missing so the "stopper" is partially blocking the outlet.

If you sorted out your fuel delivery it might be an idea to get a scope like this

you can check different signals suchs as injector but most importantly flywheel trigger magnet pulse

jus from ole memory again but seem ta remember a very small "cone" shaped filter inside tha U shaped hose feeding tha pump?..
