2.5 EFI pulsating

New problem just started with my left engine. 2005 2.5 EFI starts like a choke is on and jumps to 2,000 rpm. After a minute is starts pulsating at 1,000 to 2,000 and back again. Once in gear motor runs at 1,000 steady without any movement. All rpm's the motor stays steady and doesnt pulsate. Ive also noticed when I shut the motor off i see the purple Mercury racing 2cycle oil and fuel leak out the exhaust onto the lower unit. My first thought was a vacuum leak but, id think it would pulsat even when in gear.
Where to start?

You possibly have a injector sticking open, that would be the first thing I would check.

Could be a stuck injector. Motor is 17 years old and I doubt the injectors have ever been serviced.

Are you running the stock fuel pump, when those diaphragms good bad I think they can leak into one of the cylinders there pulling a pulse from.
