Stacking Hydralic Jack Plate and manual jack plate
Boat (charger stv which is a laser ltv copy, running big ear chopper into the 6's)needs more bow lift. Is it safe and to add a manual jack plate to get a 10 inch setback and try that.

Depends on your transom. I ran a stacked fixed setback + jackplate for a few years with no issues
