BIA pattern?
I have an original set off bracket on the back of my cougar 21. I think it is at a weird angle and I am looking to change it and add a new jackplate because it is also very old. Is the patterns on the set off where it attaches to the hull standard? [ATTACH=CONFIG]487750

what year is the hull?
I had a similar bolt pattern on a jack plate from the mid 80’s.

think tha BIA standard like what forkin' posted came in 'bout '84.. before that it was every man (jack/setback plate builder) for himself.......

I want to change the set back and add a new jack plate. That angle the way the engine sits just looks wrong off the back of this set back. Also the jack plate attached to it is getting very old and of concern. What have other people done to achieve this? looks like I need a new set-off but I want to tie it into the old holes.

Unfortunately your hull was designed for a jet with that straight transom, if you would bolt a jack plate directly to the transom you would have no negative trim and probably not even enough to get the motor neutral.
What I would do is remove the old plate and have a competent welder put a plate across the back of the setback with corner gussets like are on the sides and mount the new 4" jack to that, I would imagine the additional setback would only help your boat.
I'm very familiar with the plate you have as I've had a few and they were made about 20 mins. from me, unfortunately Lonnie Hoke, the maker, passed away a few years ago, back in the late 70's-early 80's, they were a VERY popular plate, they do get sloppy by having no wear bushings, I see yours has updated cylinders, originally they had smaller convertible top cylinders.
If the side to side, front to back movement isn't that bad, I'd keep running it.
