I turned that smaller screw to set the static timing at 8 degrees after tdc. I turned the bottom one to lower the idle

"SMALLER SCREW".....That is tha ONLY screw ya turn ta do anything ta raise or lower idle speed and/or rpm.. no other screw needs ta be touched.....
idle timing numbers don't mater.. put tha rig in tha lake, in gear ta get what ya want for "idle"... you won't even need a timing light.. set it (with idle timing screw ONLY) IN THA WATER, IN GEAR TA WHATEVER MAKES YOU AND THA MOTOR HAPPY.. forget tha numbers..

Ok I will try it all again just to be sure. When I was trying to set the total timing while cranking my timing light wouldn't even flash. I think my battery is getting weak so i'm going to replace it with a 1000 CCA one and try to set it all up again. Right now though it does appear to be running well. Thanks

now you do need to use light to set MAX timing at crankin' speed with all plugs removed but grounded...
