I assume the transom is a 25" transom to match the motor?
Is the gearcase side pickup or has it been coned?
What weight load will the boat see and what kind of water/where will you be running?
I we are talking a stock lower then you should be able to mount the motor with the bolts in the bottom hole (highest) and then plug the top 4 water pickup holes on each side of the lower. Every hull is different in how it kicks water back, but I rigged a 16' V last year with no setback and I held water pressure fine and had no trouble with porpoising with the motor all the way up and the 4 holes plugged on the lower.
I assume you want to run stainless? If not, an aluminum 19p would be a good place to start.
Stainless I would be looking for a through-hub cleaver or semi cleaver if you can find one. Check out Ron Hill props, not sure if he makes them for your gearcase or not. Below is a pic of what I am referring to. If you can't find a through-hub cleaver then I would look at Yamaha props cause they have a straighter trailing edge than Mercs and I've found that non pad V hull like that.
