I was told that along with many other things, like refrigerants, aircraft duty hydraulic oils needed to be rated for "Toxicity and Flammability" but often I am wrong [just ask my Wife].

IMO, the two biggest things to look for in boat steering oil is anti-foam and anti-corrosion properties.
