School me: Heat Cycle A New Steel Sleeve

Had a sleeve replace in my 99 175/EFI and I've heard about "Heat Cycling New Steel Sleeves"........what's up with that ????

Helps parts seat without high temps. I usually try to cycle 3 or 4 times before putting any load on motor.
