Concord LS7 outboard conversion need assistance.

I purchased this boat already rigged but am having problems. It seems engine is mounted too low. Whole time I have had bought I thought outboard was running improper however after throwing alot of money and labor into the engine I'm thinking otherwise.

It is a 23' boat with a 30" bracket and a 250efi Mercury 25" shaft. 27 pitch 4 blade trophy 2 prop. Unsure of boat weight. Need to have it weighed probably to get it perfect. Going to do that soon. It is also concerning to think since it was originally an inboard, will it ever be right as an outboard; is the hull weighed in a different manner for the inboard?

Problem I am having is boat seems sluggish on take off a bit. Driving one person boat is manageable takes off decent and can get it to 5000rpm at 53mph. However if there is 4 total people on boat I need to have two people come up front to get boat to plane. No matter what amount of people I need to feather gas on take off or I will start to get some spin to the prop. Also when full throttle the ventilation plate is just touching the water.

What do you guys recommend? I only have one more whole I can go up? Would going to a 20" lower and dropping all the way down be a better idea? Right now my prop
Shaft is 2" under the pad.

I'd be trying out lower pitched props for heavier load days. I'd start with a 25 and 23 and see how I liked it. Gotta work the set up to find the right set up

Makes sense. Why would my boat be unable to spin a 24 4 blade hydromotive? It would only rev to 2000 and stay there? Too much of a jump?

Im confused by some of this info; the boat spins up a 27 pitch trophy decently but wont go past 2000RPM with a 24 pitch hydromotive? Something not right there

Yeah I've been trying to narrow it down with no luck. Really frustrating
