260 has spark, fuel, won't run

I'm having some problems with a new to me 260. I bought the motor as a rotating assembly. I put electronics on from a running carb motor and added an injector harness. The motor wont run unless you spray gas into the horn. I've checked timing, changed the injector harness to a new Wizard harness, changed fuel sources, pulled all injectors and verified that they are spraying. I'm not sure what I'm missing.

He's got an A63. Had it checked with a 4 button, and it will read it. He can try an A13 he can rob from another boat at his house to test it I guess.
Could it be the switch boxes?

I have the ECU power run off the ignition switch and verified that it is getting power. I also tried running it straight from the battery and no change. I changed outer switchbox to a known good one and no change. I've also verified that it is getting spark.

Figured the problem out. My tee for the fuel return line was too big and letting too much fuel by. I searched all over for a factory tee but couldn’t find one. Does anyone know where to get one?

Are you referring to part number 11 in the diagram below? If so, here is a link: https://www.mercruiserparts.com/bam/subassembly/30687/2708/7

I’d dial indicate the motor on All holes go to perfect TDC turning clockwise then when that is confirmed turn counter clockwise to .150” and MARK flywheel across from static pointer , advance the timing to total timing , turn over and over at full advance shoot timing light confirming spark at proper time on ALL holes best was to confirm switch box and igniting health !!

Yep the 3 I bought from Mercury was $48.00 list the warehouse he ordered from had 3 available I use them a hell of lot finding many clogged I bought a micro drill bit set thinking I could drill to speck !! WRONG I checked hole size with a known new one and the smallest bit mounted in a pin vise was to big , it that hole is drilled to big it will rob fuel rail of inventory and run motor lean ...

Been there and done that ,
