They foreign register so they don't have to follow all the USCG regs. U.S. registered vessels do. The seismic company I worked for did the same thing with all of their vessels even though they were a US company with their world headquarters in Houston. I was told that's why they foreign registered anyway. I'm sure taxes had something to do with it too.
Every crew change we had a Customs official at the helicopter landing to take our Customs forms so we could legally "re-enter" the U.S.
So too bad for them I say.

For years, China wouldn't let foreign companies set up domestic subsidiaries to manufacture products for the world's second-largest economy. They had to get a partner and share profits and technology.
Now, Tesla convinced China to change this policy and has become the first wholly foreign-owned automobile company in China. And it's getting a gift from China for doing so: the ability to raise low-cost funds.

Well good for Tesla. I was replying to the article in the post I quoted. In that article it was talking about Tesla open sourcing it's patents. That's a different thing.
Also I get my news from multiple sources and don't make assumptions about me. I guarantee you will be wrong most of the time.
