I believe so. Theres a chance the transom is still solid. If it was well sealed when rigged its possible. The wood in the transom and core don't touch anywhere, they're completely separate. So a wet core won't wick into the transom. As always a drill test is the only way to know.

Hammer test transom works well for me. I used a finely polished smooth 1oz ball pein hammer and a light grip so the hammer can bounce. I go over the entire outside transom face in a 1" grid starting at the bottom working side to side going up. It bounces quite far if the transoms solid and even a slight imperfection and the hammer wont bounce half as far. If its shot the sound is hollow and little to no bounce.

The original transom on my vulture looked like that. That heavy roven stuff with black gel over it. I agree with tnelsmn, to me that all looks original by the looks of the fiberglass and the stray chop strand that look like it came out of a chop gun.

I would use whatever resin you use to replace the floor with to fill the drill holes. Catalyze it and fill the holes.

Drilled my viper and thought I was good to go. Center of the pad and most of the core good. Around the perimeter and stakes it was shot. I chose to cut it all out. Wasn't going to chance it. Bottom of the transom and around the mounting holes where wet as well
