Maybe it's resolved... if you use a puller, don't just tighten the bolt until it comes loose. Snug it down putting some tension on it, then hit the center bolt with a hammer to pop it loose.

So a lot of good ideas here. This prop is so stuck I am reluctant to think CRC Freeze alone will do the job, especially since it is hard to get it into where its needed. However it wouldl be cheap and easy to try it. So I may start with that.
The next step is to rig up some sort of puller. Its probably going to need hooks and chains to secure it "prop"erly. I like the red Proptopuss puller, but I think that is goin to be hard to get my hands on. I also like the idea of using a post type jack with the puller, and hitting it with a hammer under tension. I may end up welding something together. Whatever I use is going to have to be very heavy duty.
Cutting is a great idea. I have a heavy angle grinder and cutoff wheels, but will use this as a last resort.
Will try to post a photo or movie of what I try.

So here’s my plan:
- CRC Freeze and hit with hammer
- Gear puller with hooks and chains; rap with hammer
- 5 ton hydraulic gear puller with hooks and chains
- Angle grinder with cutoff wheels (this is really the king)

Bolt the lower onto the motor , put it in the lake and jamb it in reverse, repeat , take the trim tab off for clearance first. If your lucky it'll break loose and whip right off to the bottom.
