Driveshaft is offset in pump housing, making water travel from an area of greater capacity to an area of lesser capacity within the impeller cup. Water is pressurised from this action and travels into the slit you see at about the 6:00 position in your picture.
See how the impeller vanes are extended further on the left side of your impeller compared to the right side? Extended side = greater volume, Less extended side= lesser volume, and higher pressure. Water wants to escape to area of lower pressure, which is into slit and up pump housing and finally into water tube.

Maybe you got a chitty impeller?
Keyed drive ring spinning inside rubber base circle?
I always lube impeller cup before installing impeller so these things get a good start on life.

Yea I always out a little dish soap etc on it slides on easier
Did you try turning the driveshaft by hand? It's not easy to turn right?
If it's posted didn't see.
Also Just one little leak in a gasket, housing etc will do it, will work water submerged but not on the muffs ..
Had one that the housing had a tiny crack on top and would not work on muffs..Last edited by mrichartz; 09-18-2019 at 11:05 AM.

I took the boat into the shop and the problem was I failed to reinstall the 2 gaskets and stainless steel plate just under the impeller. I had initially installed them correctly but then remembered I wanted to lift the water pump housing base to change the gasket and o-ring underneath. When I reinstalled everything I forgot the 2 gaskets and plate. When I was assuring everyone here I had installed the gaskets and plate I was remembering installing them the first time before I took them out to lift the pump base.
I can't believe I could have made such a basic mistake. Sort of like looking at an incredibly important letter you are going to mail ensuring the address is correct and failing to notice there is no stamp.
Thanks to everyone for their help. Took the boat to a lake and it runs great.
