Thanks for the heads up Dave. I got the blades adjusted fine but I did not use thread locker. I will remove the screws one by one and apply thread lock when I return to the lake next week.

What is this part? My 30s had 2 per carb and the 28s have none. Looks like a plastic stovetop pan... ThanksClick image for larger version.

Make sure to use quality at least as good as "ethanol resistant" marked fuel line. Napa brand is good.
Call ahead first as I tried to "run out" and pick up some fuel line to finish up after redoing my carbs, and to my surprise, 5 auto parts stores later, no one had "ethanol resistant" fuel line in stock, this was in cincinatti.
Fuel line rated for "fuel injection use" was too fat to fit on my enrichment feed nipple on bottom of carb bowl.
    Watch out for that.
Some use tygon, but be careful as there are different grades, be SURE of what you're getting.
Your "stove pan thingies" look like idle circuit caps/covers of some sort. I've never seen 'em either, hopefully you got new ones in your @ 100 dollar apiece rebuild kits!....ouch!

Thanks for the heads up on the enrichment lines. I will go to NAPA and see what they have in person. I have never used ethanol fuel since I have owned it. My marina doesn't sell it. The 100 dollar rebuild kit only gives you one replacement stove pan per kit so I am short 3 lol. I guess I just dont use them. Pretty bizarre I would say. I cant find a merc part # anywhere.

What I found out by researching Mercury Parts website is that the 28 carbs ( bowl and carb ) are the same as the 30 carbs. Part number for part number.

So I reused the rebuilt 30 bowls and cleaned the 28 bodies which as you stated have different jets than the 30. I will be installing tonight.

This way the carbs say 28 with 28 jets and not 30 with 28 jets...

My Marina who is a mercury dealer stated you couldn't do that but he was in a hurry due to closing and did not see the plus sign on the supersedes icon which then reveals the same part numbers.

So I installed the rebuilt 28 carbs and it stalls after 2 minutes at idle. I pulled carbs back off and removed the black stove pans as described a few post back. The 28s didn't have em so I installed them from the 30s. Motor runs fine now mechanic came by at the marina and said he has never seen em before. Lesson learned.
