You could check to see if it's the rings or the valves by putting a little oil in that cylinder and seeing if the compression goes up. If it does, the rings are shot, if it doesn't, it probably has a burnt valve.

Yes...^
If you can pull that ragged out (second!!) (or is it the third?) motor and rebuild it yourself min 5K. Pay someone else double it at a min.
What if you get a look at the stringers and transom and they have rot, is the bare hull worth 2K as a fixer-upper?
If the hull is good and you trashed the junk 454, patched up the hole in the back, hung a bracket and ran twin 200/225/250s. How much would the boat be worth? Not what would you have into it?

So during the compression test, the 22 year old kid has to go to work. He leaves his friend with me to do the final transaction.
After the kid leaves, I find all this wrong with the boat, and discover the kid is a slime ball, liar, shady little son of a gun. Good thing I got a picture of his license and hand written bill of sale including the $ deposit amount. It’s only $100, but it’s mine, not his.
After I discovered the motor was blown, I asked his friend if he wanted me to put the plugs back in, friend says don’t bother, motor is blown anyway.
Then later today, the little bastard says he’s not giving me my deposit back until the plugs are back in. It’s a good thing I know some local LEO’s !!! This text convo shows his maturity.1) 1995 14' Bayliner Restoration <--Click

Going to be rusted, pitted valves, not burnt.... Possibly even pitted up cylinder from water setting in it. Those heads are also known to rot in the area of the exhaust, so would be reasonable to expect to have to get new heads. I'd be betting on a full rebuild, new exhaust system at a minimum of 5K like Bloke said. Then hope the gear is good. That might be an early model Bravo, so no wave jumping for sure unless you want to snap the floor out of the upper housing.

Well I pulled the dipstick too - there was water settled down in the pan. That must mean there's salt crystals all throughout the bearing , crank, and cam surfaces. And I cranked it over plenty of times doing the compression test - nice and Dry salt crystals probably fugged it up even more. heh heh heh.
Oh well, the kids a deuch. the boat can sit in his yard for another 2 years.1) 1995 14' Bayliner Restoration <--Click

It's probably a good thing the motor was shot and thus killed the deal. Older Wellcraft boats are famous for rotted floors, transoms and stringers. This one had money pit written all over it. Time to move on.

Someone pinch me. I still want the boat. I could have it fully restored for under $10k with a replacement longblock from Summit Racing.
