I can't tell from the pic but it looks like the back of the jackplate could be digging into the water on holeshot. "Whaaat" may be correct with his recommendation to add a skid planner to the bottom of the jackplate. It may help push the bow down and also keep water from getting scooped up into the jackplate on hole shot.
I have 18" of setback using 2 plates with a heavy engine on a 21' boat. I use a skid planner under the jackplates made from a kitchen cutting board and also use a foil on the cav plate. Works great. I can wake board and knee board with ease.

This plate doesn't extend the full length of the jack plate, but there is at least something there.

Just an update: the issue was not the prop. Appears my roller bearing on the drive shaft was shot, completely destroyed and was not allowing the engine up spin up. In fact it locked everything up until I finally figured out the culprit.

I tried the 24* 4 blade today and hole shot was good but my RPMs were higher than I like at 55mph. 25* prop would slip bad just as I was about to get on plane. Haven't tried it wide open on plane yet.

So far seems like the 27* 3 blade is what I am going to go back to. Would like to get some slick water to see what I can really get from the 24*.
