Update.... Had to place another parts order.
I went to replace the poppet valve plastic washer(it was defiantly concaved). found the screw that goes though the water and diaphragm into the poppet valve also was bent not holding a even pressure on that plastic waster.
So i rush ordered a new screw from merc. 98c for the screw, and 10 dollars rush shipping.
I feel like im working on a Italian engine with how close i have to inspect every little part and piece. looking to have it in the water for a test this weekend if all goes according to plans.

I don't know if this has been suggested and did not want to re-read entire thread but have you checked to see if poppet seat has come loose. I have seen that seat slide out with the poppet keeping the poppet from really opening. If the seat follows the poppet it will not pass water.

Update, I didnt get it to the lake for the 4th of july weekend. When doing the final wiring hookup, i found one of the one way valve nipples(in the cylinder block) broken off after re-installing the power head. No one local had the little guy. So ordered it. Also paid the rush shipping on it. Part should be in Monday(Tomorrow).
Hopefully lake testing tomorrow after work.

It's fixed!!!!!!!!
If I had to guess. It was the plastic backer washer that was convexed along with the screw for the poppet valve being bent at the head about 30 degrees.
But I'm happy.
