2002 Merc EFI 225 idling too high

Ok so I think I may have a bad TPS.
    Symptoms
Idles at 1400 rpms on muff in neutral when warm and cold

    Whats checked..
    Thottle plate roller is alligned
Slight gap between the cam and roller
    Throttle plate fully closed
    TPS set at .96 volts
Throttle returns normall when hotfoot is pumped

    WHat Ive done...
so if I unplug the tps while its running the rpms don't change and stay at 1400 rpms
If I disconnect the linkage and move the tps ahead the rpms pick up
If I let the tps go all the way back to 0 rpms don't go below 1400 rpms
Put new spark plugs in this year
Idles fairly smooth (for an efi)

Any ideas? I was doing alot of adjusting of the tps and throttle linkage as I just put this motor on this boat does the computer need to be run for some period before the idle will drop down? Maybe a bad TPS harness? Kinda lost on this one.
Oh the park plugs I am running are QL77JC4. I thought I was supposed to run QL77CC but I that's what was on the motor when I bought it and I thought I read somewhere these motors run better or the plugs last longer or something with the JC4 plugs.

Ifvolts go up and are in range look for air leaks or timing issues.

any ideas on how to check the timing when the rpms are too high? I have a timing light so I can test it but with the rpms too high not too sure. Will check for air leaks when it stops raining.

Should be able to check it cranking. Idle and max. While there you can check that none of the trigger is is jammed up or broken.

Hmm, how do I even check the timing? There are no timing marks anywhere.

    Little tough to check
    jumped without a serial number.

Still checksble just just have to make marks so probably to much.

Just no way to adjust. You can try adjusting the tps lower at idle. .96 is high even if below 1.0

might hit the cps with a blast of brake clean to clear any starter ring fillings.

How are the link rods looking.

    Serial number is OT467622
there was a bolt I had out to access the plenum on the cover. I put that back on an idle is now down to 1050, on muffs, prop on in neutral warm.
tps is now .94 at idle

Hmm, I cleaned the cps, verified clearance .040. When it’s cold isles at 1600 then drops to 1000, if I blip the throttle it dips to 600 rpms for an 1/8 of a second and picks back up to 1000
    this is so annoiying. Lol

Am I just chasing a red hearing? I haven’t run it yet in the water am I just reading high rpms because a lack of back pressure from not having the boat in the water? I have read the rpms can be 400-600 rpms higher on muffs than in the water?

Good chance, they definitely idle higher out of the water.

Possibly, newer ones will runaround 800

only thing I can see is is the tps rod end adjustment is tight at rest, unless you need it there to get 4.8v you can bring it in a turn or two. You can also give the map sensor a light tap, seats the seal and if it revs up generally good (iirc the tap checks for a broken board I always forget if it should rev or not for a good board)

Also noticed a lot of blue on one of the throttle plate screws. Has it been adjusted (roller looks good just curious) theirs an adjustment for the plate.

After that its normal or something not normally checked that has other symptoms

Ok so just to close the loop on this I took it out yesterday and the idle came all the way down once in the water to 600rpm's Adjusted it up a bit and idles great. Now just need to adjust the throttle stop for wot. Forgot to adjust the Hot foot and was only getting 3/4 throttle. ran like a dog out of the hole and would only turn 5200 rpm's. I am actually surprised it even got up with how much the hot foot was out of adjustment.
