Flywheel got lots to do with timing, there is a diagram on CDI web site showing where the hub should be, they can slip.
twin pack flywheel different than single pack re the timing hub
Which ignition system do you have?

Haha that's what I was looking for.
Yes, idle seems to be fine, a tad high if anything.

Pulled the flywheel and oddly enough, it looks someone has already made the marks in those locations. I bought this flywheel from a junkyard so who knows the history.

I see the gaps you are talking about in the stainless ring. I noticed they are full of metal debris. Possible the magnet picked it up from when the magnets in the last flywheel came apart. Would that cause a timing issue?

Took a closer look at the spark advance tube and pulled it apart. Full of gunk and some weird dust. Cleaned it up and greased the hell out of it. Seems to be moving freely now. It has to make a difference.

With the wheel off and moving the throttle to full advance did it reach the stop?

Yes. But before I pulled it apart and cleaned it, it was sticking and not exactly moving freely.

On the water now. Checked timing as wide open as I could (still 3900) and the pointer is on 20 degrees on the starboard side of the scale. I know I'm looking for 18 degrees but the only mark I can see is on the port side of the scale on the flywheel. Is it possible my timing is that off? Seems like a hell of an adjustment.
