If you have it. It pushes in fuel when you increase the throttle. Over what flows in from fuel pressure and vacuum draw. It’s literally a squiter some even look like the spring and piston on a squirt bottle. That little bost can get you over a hump.
Fast start advances timing when it’s cold if not disabled the initial timing is about 4-5* retarded. Don’t go off that though it’s different for each. Once warm the timing would be off and power drop.
Tell us us a little about the low rpm and middle and cruise performance. Does that feel the same? We might narrow down something if say oh under 3500 it’s running the same.
Edit: a oil delete specialist might want a description of the oil delete could be something missed.

Idle, Low rpm and cruise all seem fine to me. No misses, surging, or anything like that. Smooth all the way up to 4000 and then the motors sounds like its got more in it, but cant get past it. It's not like its screaming wide open but not turning enough rpms. Its just not getting there. It fluctuates just a bit when you hold it wide open as if you were wiggling the throttle back and forth or something. Sometimes, it wont even get to 4000.

Ok got it. If the motor will turn 4000 rpms is there a reason to believe it would not have fuel pressure? I would think if there was zero pressure it wouldn't run at all, right? But if the pressure was not as high as it should be, would that cause a lack of wide throttle?

Last summer I chased a similar gremlin on a 2001 Johnson 225 HO. Drop cylinders won't rev over 4500. Couldn't make it happen on the Dyno. Short story.... While the flywheel was off I noticed the Timer base magnet in flywheel was weak compared to another flywheel I had. Installed the other wheel and the problem disappeared.

I opened the carbs back up and confirmed I have the correct jets. Stamped "62D". Also gave them all another thorough cleaning.

That kinda sound like the protection circuit is active.

Slam into a wall to me sounds like a limiter is active. The sputtering and stuff would be it dropping cylinders.
Check the buzzer to see if it works or has been disabled. And it’s probably related to the oil delete. One of the sensor tie offs or wires not terminated correctly sending it to limp mode.
Someone else will will have to walk you through though one of the few things I haven’t messed with. Other then finding them with it done wrong.

Oil delete you just need to plug oil fitting on pump and disconnect the wires coming from pump, and mix at 50 to 1. Slow should hold engine to 2500 however. Since you have had ignition off have you checked wire color coding to the coils?
