13' Madcap D Runabout complete with or without Mercury 402XS

Have this posted a few different places. Thought I'd try here. Boat is located in Louisville, KY.

Vintage Hal Kelly design "Madcap" 13' racing runabout complete with motor and trailer.

    BOAT:
Constructed of BS1088 Meranti from Noah's Marine
Select grade pine for the frame
    Raka Epoxy (joints and coating)
    Bronze fasteners
    Fiberglassed bottom
    paint and varnish on outside
    Crittenden deadman throttle
    Brown Tool rigging hardware

    MOTOR:
    402XS 40HP with 'D' Quickie lower
Gearfoot serviced by Ron Thomas in 2015
    New (used) coils installed
    New CDI stator installed
    New gaskets all around
    DeWald 3 blade cleaver prop

    TRAILER:
Harbor Freight bolt-together 600lbs limit. Bearings, tires, lights in good working order.

    DETAILS:
Boat has only ever been test floated. I never got it registered after several attempts (I think I was close though!) Motor runs great in test barrel on my driveway. Cone was removed and re-greased with John Deere corn-head grease after the 3-4 times I ran it. The throttle linkage I came up with to connect the deadman cable is OK for light cruising but I'm not sure I would trust for hard racing. Can provide any additional info or pics on request. Also have all the parts needed for installing electric start for additional $ if wanted.

Ive titled/licensed several home builds by taking boat, plans and rect's for wood/material to div of watercraft and had no problems.
    And Ohio sucks.

Cool boat. I had a set of plans for that boat but never built it.

    Good luck w/your sale.
I'd rather be competitive w/junk I built in my garage than win w/stuff I bought.

I refuse to allow common sense to interfere w/my boat buying decisions.

    ****Sale Pending

After 5 trips to the county clerk, then getting a game warden inspection at my house, then 2 trips to a notary, I managed to get a Hull ID # from the state rebuilt titling dept. Gave up after they sent back the paperwork saying I was still missing a Notary signature on one form.
The biggest problem I had here in Louisville was finding a county clerk employee that had any clue what to do. I was misinformed/given the wrong papers to complete more than once.

I feel your pain. I had a nice time going round and round with Kentucky and Ohio county clerk folks (both). Tried buying and titling a Kentucky boat while living in Ohio and having a Florida address.
Everyone I spoke with seemed baffled at my request.
After talking to a total of 9 different people over the course of 4 to 5 hours, I ended up passing on Kentucky boat.
Damn shame, as I am literally less than 10 minutes from Kentucky border, and there's quite a few nice old rigs I had to pass on since that episode.
