    Best I have found over the years is a Divinnycell HS-80 core or equivalent foam core in either 1/2'' or 5/8'' thickness with a corebond adhesive bedding and combined with 1708 glass wet out with vinylester resin like a reichold 100. There may be better glass weaves, but the 1708 is more than adequate for most small boats.

    a rubber squeegee is your best friend for distributing the resin over the top of a laminate, like 1708. you work the resin to the end of the laminate & push it off into a small container & you can then pour that back onto somewhere else that needs it. this gets rid of the glossiness(excess resin) in a laminate, and gives the very best smooth finish. excess resin in/on a laminate is the enemy. it makes a lamination more brittle. when I look at someones boat being laid up & see a bunch of excess resin(gloss), it tells me they are not the best laminators. the "rubber" squeegee material in the bottom right of the photo, NOT(never use) a Bondo spreader...
