I don't see anything about sugar companies in this article and it seems to be a problem world wide. https://start1.org/red-tide/

Between big sugar, and the Army Corp of engineers, the water quality here in the Keys has been going down for about 50 years. I’ve noticed it in my 25 years here.

In recent decades, Lake Okeechobee has been loaded with excessive amounts of nitrogen and phosphorus from a variety of sources, including fertilization runoff from farms and urbanization, according to John Campbell, spokesman for the U.S. Army Corp of Engineers Jacksonville District.Such nutrients, along with other environmental factors (such as warmer temperatures), promote the growth of blue-green algae, also known as cyanobacteria.

Huge task trying to eliminate the loading from livestock and agriculture production that which enters the lake. Letting water back through the natural drainage south through the everglades from the lake instead of east and west will shift the problem southward creating more stress on the everglades unless the origins of the loading can be reduced significantly, which would also help east west flow quality.
The everglades does filter and use nutrients naturally as water flows through but those levels were natural occurring from years past. Difficult situation that seems to be increasing indicating continued possible higher loading annually.
Could the glades take more without significant wildlife impact , would the problem make a larger impact on the coastal outflow areas of the southern everglades and surrounding coastal waters?
Looks like ten years ago a plan to change flows back south from the Lake O didn't get any Government support to completion.

The whole thing is caused by our population explosion. Move on down to Fla folks, it's paradise. Now, the influx of people and ever increasing amount of runoff from rampant housing construction has caused the destruction of our ecosystem. You can point the finger of blame any where you want. But it needs to be pointed back at ourselves and the root cause is greed and lack of planning by our un-scrupulous developers that raise the housing density so high that it destroys what people came down here for. Cape Coral, (highest density, poorest planned development EVER) is where the green slime thrives. Mostly at the dead ends of the canal system. Ironic to watch the Cape Coral idiots on the news banging their fists on the hood of the news van angrily demanding something be done, and then watch the tru-green truck (think liquid spray fertilizer) roll away from their house. Dumb asses......We seasonally (summer) had fresh water exiting the Caloosahatchee river at a good clip flushing the system and no red tide and no green algae. Just some brown fresh water. So, the know it all fools decided to protest and stop the flow of water. And now we get this result of that ignorance. So, as usual, un-informed idiots made the forced the decision and it was a really bad one. Bohdi and I ran our boats up river of the locks yesterday and the water was clean and we saw almost no algae. We really had to look for it. Not to mention it is a naturally occurring condition in the summer when the water is hot and the sun is bright. To top it all off some people are getting rich from this fiasco. Some of my fish guide (ex) buddies are now paid lobbyists and are a big part of the ignorant side of the coin. Going on tv and spouting bs. So, to end my rant.... Let the damn water flow.....To think we can stop what we have created after over 80 years of screwing things up by turning off the water flow from the lake is way past foolish. It is laughable. BTW I am a lifelong resident of Ft. Myers. Also a full time fishing guide and might have a clue about what I am talking about. I have had the SW Fla water management people on my boat and have talked extensively to them about this. They warned for years about trying to stop or restrict flow and the ramifications of doing it.

Surprised you can get phosphates in any substantial amount in the domestic application of lawn fertilizer. It's been reduced to near 0 here.
Nothing wrong with good flow if it's clean at the same time good flow wouldn't hurt the everglades.
