1990 225 evenrude ocean pro wont get on plane

My evenrude 90 model 225 has all carbs rebuilt new 2n1 fuel pump, new boysen reeds, new prim bulb and lines, blew out pickup tube in fuel tank, good compression and fire, any thoughts on what I might check next. Running a 21 pitch. Raker prop, any info would be greatly apretiated have a greatday

What boat is it on? Is the timer base moving to max timing when you open the throttle? Is the engine lugging or free spinning?
