New boat and adjustment help

new here and from Norway

Recently bought me a Wesling 16HT and have used this boat a couple of days now.
The engine is a J70ELCNB which I think stands for (J) ohnson (70) Hk (E) Electric start (L) 20 "long CN (82) to (B)

It turns out now that this engine is assembled from several models? Does this matter and what kind of models are it talking about?

The boat and the engine work fine to some extent

Mounted new R plugs as the ones there were common.

The starter stopped working too, so I mounted a new one.
When I get started, it just flies a bit before it gets a real rpm and when I get the boat in full throttle, it reduces the speed so I have to get up a bit to get full gas again. Does the engine get too much gas or what's wrong here?

This boat has a water tunnel and the bottom fills with 250 liters of water as the boat goes below 5 knots and draws over 5 knots but I think it takes a long time before it gets leaked, resulting in the front of the boat standing right and it takes long time and get the boat on track.
Does anyone have a full overview of the basic settings on this engine, so I can adjust carburettors and the other ??
