    I think my engine is 86-88 , there is one plate before the water pump cavity, that looks like only held in with silicone gasket.

    Talon is talking about the piece or pieces below your powerhead. The cooling systems can be quite complex if someone has messed with it. Obviously someone has since therms are missing

    would this be below the powerhead, looks like 2 pc, under the powerhead I can count three gaskets. Also mine is carb model most likely 1988

    any comments on no water out of poppet when I was flushing from water intake side.... it only came out of tell tale hole.

    Did you try removing poppet valve and putting the cover back on to see if water comes out? and is there a spring in the valve.

    Can you post serial number of powerhead? Should be stamped in a welch plug (size of a nickel) on top of powerhead

    Yes, there is a spring and yes tested with cover, under garden hose pressure with good tight fit, nothing from poppet only tell tale hole

    I'm not sure if it would create enough pressure to open poppet. I just reread this entire post. In post #1 you said you had 35 psi @3000 rpms and in post#13 you had 20 psi @2000-3000 rpms. Two totally different situations. Ideally you want 20-30 at WOT and 5-8 at idle. If you have a good psi gauge and your poppet is working properly, you should see pressure drop at around 2000 rpms when poppet opens (if my memory serves me right). Have you pulled poppet and made sure all parts are there?
