It collapsed because there was nothing holding it up. The bridge called for a tower and cables to hold it up (suspension bridge). They should have built the tower first, then the bridge, then move it into place and attach the support cables before releasing it. That was about a 100 foot span with zero support..... collapse should have been foreseen, but those incompetent architects and contractors were too dumb to think about that.
