Not sure about the race site but I think Pittsburgh.

Yes this is the way fuel tanks was tied down in plywood/early composite tunnel boats.
Worked perfect and never an issue.

The person in the middle with a blue hat is Art Kennedy one of few black F1-V8 drivers.
I raced him in Pittsburgh 1983.
Very good driver.
Art passed away a few years ago.
R.I.P. my friend.
