1987 evinrude 150xp stator and regulator problems
I did a carb rebuild new plugs and the engine only runs good at idle and tops out at 32 mph after having a very hard time and taking a while to get there. The engines on 1988 eliminator sprint. Here is the ohms I get from the stator they seem to be about half of what they should be on the yellow wires. Also the regulator has a like melted hole on the top. Last what does this red switch do?

Yellow wires need to be disconnected to check. I have found voltage check to be more accurate but you need a peak reading adapter. Now if the regulator has a hole burnt in it change along with battery. The black rubbery material on the block indicates you have a charge (ignition) coil leaking so stator needs to be replace as it will fail shortly, that material may also be keeping timer from advancing.

I've got the exact same year motor except its a 200XP. Did the same thing, Not sure what you checked but its common for the stator to get too hot and drip black plastic on the edge of the timer base which runs down and locks it into position making it non movable.
Sometimes those two square metal plates holding the timer base down are too tight not allowing a smooth rotation of the timer base.
I was also having it where my timing light was flashing all wacky tobaccy.
I parked it for the past 2yrs. Just said hell with it and recently bough a brand new timing base, stator and 8600 electrics. Its in the mail. I hope that works for me.
sounds like your having some of those issues too.
When I get my new parts, your more than welcome to have my old stuff for free. I don't know which ones are good or bad so you can have it all.If I don't ask any questions, I'll never learn anything.
